Who decides if my belief in religious use and recreational use of marijuana is legitimate?

I very firmly believe in the religious and recreational use of cannabis! I'm not some low life gangster pothead who just wants to smoke up! I truly believe it is my God given right and my right as an American to use marijuana as I see fit to just so long as it hurts nobody. Here is my question, 1st What court/government agency do I have to pressure and convince that it is my human and American right to smoke marijuana? 2nd How do I prove it? I can talk and preach about it all day and night. I won't here. I'm just trying to get some answers to a serious situation that touches me deeply. If you don't have anything nice to say about this ? then keep to yourself. Like I said I'm very serious and I'm not a burn out. So please give me the do respect as I would for you! I'm looking for legitimate answers! Whether it is going in front of a judge or any other way. Who decides if my religious belief is legitimate and should be recognized? Thanks for all your help!!!!!
